A focused first release is usually ten to sixteen weeks including design. Play Store review is normally a few hours to a couple of days, though a first submission from a new developer account can take longer.
We target the current API level and support back far enough to cover the devices in your analytics. With no data yet, we set a floor that covers the large majority of active devices in your market and confirm it with you before build.
